Personal History
Hashmatullah Naebkhil, born in 1991 in Logar Province, Afghanistan, comes from a distinguished and scholarly family and is a descendant of Afghanistan's national hero, Ghazi Naeb Aminullah Khan Logari.
Mr. Naebkhil moved to Kabul to pursue his education and completed his secondary studies at Khwaja Abdullah Ansari High School in 2010. In 2016, he earned a degree in Law from Dunya University, developing a strong academic and professional interest in governance, public administration, civil rights, and institutional accountability.
Public Service and Institutional Accountability
He began his professional career in 2010 as an Administrative Manager with the U.S. Army Corps of Engineers, serving until 2012. In 2012, following a competitive open recruitment process, he joined the Ministry of Communications and Information Technology of Afghanistan as an Admissions Manager. During his tenure, he assumed several administrative and managerial responsibilities, gaining extensive experience in public-sector administration and institutional management.
In 2019, Mr. Naebkhil was appointed Head of Internal Audit at the Ministry through a competitive selection process. Following the vacancy of the Director of Internal Audit position, he served as Acting Director of the Internal Audit Directorate until the collapse of the Afghan government in 2021.
During the same period, he also served as the authorized representative of the Ministry of Communications and Information Technology to the Office of the President of the Islamic Republic of Afghanistan on matters concerning anti-corruption, administrative accountability, and transparency.
Alongside his public-sector career, Mr. Naebkhil contributed to higher education as a part-time lecturer at the Faculty of Law of Oruj Private University from 2019 to 2020.

Civil Society and the Formation of Nations Foundation
His commitment to civil society and human rights emerged from his concern over the profound social consequences of decades of conflict, limited educational opportunities, and restrictions on civil and social rights in Afghanistan.
In 2015, he co-founded the Nation Social Assembly in collaboration with youth representatives from various provinces of Afghanistan. The organization was established to promote and protect the civil and social rights of Afghan citizens, with particular attention to women and children.
Following the return of the Taliban in 2021 and the subsequent restrictions placed on civil society organizations and independent social institutions, Mr. Naebkhil continued his commitment to civic and social advocacy.
In 2025, he re-established the organization under a new mandate and expanded its scope internationally under the name Nations Foundation, with an emphasis on broader international engagement and the advancement of civil and social rights.
Research, Rights, and Public Thought
Today, Mr. Naebkhil is engaged in research and intellectual work concerning fundamental questions of human rights, freedom, dignity, and the relationship between individual autonomy and society.
One of his current research interests is "From Freedom to Die," a study exploring the complex philosophical, legal, ethical, and social dimensions of freedom, individual choice, and the right to life.
Through his professional experience in public administration, internal auditing, governance, law, education, and civil society, Mr. Naebkhil has developed a multidisciplinary perspective on institutional accountability and human rights.
His work reflects a continuing commitment to advancing social justice, strengthening civic institutions, and examining the fundamental freedoms and responsibilities that shape modern societies.
